Description:   Criminalidade e violência e suas relações com a pobreza urbana, desigualdade e exclusão social são uma nova, porém importante área de interesse para pesquisadores e legisladores. Este documento revê itens críticos referentes à violência e à criminalidade nas cidades da América Latina, enfatizando a complexidade e especificidade no contexto de atos violentos e às diferenças de percepção entre os pobres urbanos e outros protagonistas sociais referentes às prioridades para a redução da violência urbana. Uma proposta de categorização da violência política, social e econômica é desenvolvida para ajudar a simplificar a complexidade da violência enquanto ao mesmo tempo reconhece a relação entre os diversos tipos de violência. Este documento resume algumas das causas aparentes para a criminalidade e a violência, incluindo as motivações de origem econômicas, a crescente disponibilidade de armamentos e a quebra de instituições sociais e propõe uma estrutura ecológica para conceituar as diversas causas da violência. Uma discussão dos custos da violência inclui alguns indicativos macroeconômicos e a discussão dos meios através dos quais a violência destrói o capital social e ativos a ele associados. Ele conclui com a discussão sobre o que deve ser feito no campo da “violência e desenvolvimento” para se discutir os interesses dos pobres urbanos.
